Defective Seat Reservation System in DDUGKY Skill Development Program, Odisha.
In Odisha DDUGKY requires candidate as: Schedule Cast – 29%, Schedule Tribe – 38%, and Minority – 3%. So in total ORMAS requires 70% of SC,ST, and Minority candidates.
As Per Government Data
Our 2011 census says that in Odisha SC, ST, and Minority all including only 46.35% of total population. As ORMAS requires 70% (SC, ST, and Minority), then from which source the rest 23.65% will come?
Second thing, if we put some light on the increase in the percentage of SC or ST in 10 years (2001 – 2011) then it is moving around just 1% whether in Odisha or India.
Third thing, in government sponsored training program 70% seat is reservation is not allowed or recommended by the law.
And most important, why the general category students have not been prioritized in this program? The name of this program is Deen Dayal Upadhyaya Grameen Kaushalya Yojana. So does it mean that general category students don’t live in villages? I think government should change the name of this program to Deen Dayal Upadhyaya Grameen (SC,ST) Kaushalya Yojana and 30% seat reservation for general category candidates.
